Job Description:

Monitoring and Evaluation Specialist, Pacific Adaptation Project (READY), Pacific Islands

Tetra Tech ARD, headquartered in Burlington, Vermont is currently accepting expressions of interest from qualified candidates for the expected Pacific Adaptation Project (READY) to be funded by the United States Agency for International Development (USAID).

The goal of this project is to help develop the capacity of Pacific island countries to adapt to climate change. The project will build the capacity of 12 Pacific Island Countries (PICs) to adapt to global climate change (GCC) through three components: (1) human and institutional strengthening of host governments, (2) partnerships with regional institutions, and (3) sustainable climate change adaptation (CCA) financing. The project will be based in the Pacific. Through all of these components, USAID will help to build capacity to develop and/or strengthen national and regional CCA policies, strategies, procedures, regulations, and activities. Priority countries will include: Fiji, Kiribati, Marshall Islands, Federated States of Micronesia, Nauru, Palau, Papua New Guinea, Samoa, Solomon Islands, Tonga, Tuvalu, and Vanuatu.

The M&E Specialist ensures that project M & E systems are established and that the related data and reporting is credible, accurate and timely. The M&E Specialist will oversee the development and implementation of all aspects of project M&E under the supervision of the COP or DCOP in close collaboration with technical staff.

Responsibilities: • Establish and maintain the project’s M & E and reporting systems and procedures • Train staff and partners (grantees) on the project’s M&E systems, policies, procedures, templates, and forms • Ensure that data collected and reported are relevant, accurate, correct and reliable • Conduct on-site monitoring of project-related qualitative and quantitative data • As required, participate in client-directed data quality assessment (DQA) and preparation of report(s) • Verify project results with supporting documentation • Respond to and lead USAID M&E related requests and deliverables • Perform other tasks as assigned by their supervisor

Qualifications: • University degree in anthropology, statistics, evaluation or similar field is required • Must have had a minimum of 5 years’ experience in M&E • Experience with methodologies for assessing social/environment impact and training/capacity preferred • Demonstrated ability to audit and evaluate data • Database management and cleaning skills preferred • Excellent organizational skills • Prior experience in the Pacific Island region • Pacific Island nationals are strongly encouraged to apply
